Fixed possible lockout situation during Wi-Fi reconnect

Added commercial charger functionality

During first power up, BT pairing disabled after 1h. Keeps disabled even after normal power cycle

Re-enable BT pairing any time with special power cycling (3 consecutive power cycles, each less than 10s)

Now scans all visible Wi-Fi APs and connects to the one with best RSSI. This improves connectivity in multi AP networks(with same SSID)

Delays for Wifi and OCPP connection parameter updates. Allows extra time to also change Wi-Fi password before connecting to new AP in case of updated SSID
